As former Councillor Andrew Mangano is no longer a council member, the Acting CEO is mandated to issue the following statements:
PUBLIC APOLOGY BY COUNCILLOR MANGANO
A complaint was made to the Local Government Standards Panel, in which it was alleged that I contravened:
- Regulation 20 of Division 4 of the Local Government (Model Code of Conduct) Regulations 2021;
- Regulation 34D of the Local Government (Administration) Regulations 1996,
when, during the Council Meeting of 22 November 2022 I made a disrespectful comment regarding the performance of Mrs Nicole Ceric as the Executive Officer of the City.
The Panel found that I breached Regulation 20 and Regulation 34D by my conduct.
I acknowledge that I should have not made the comment and I now apologise to Mrs Nicole Ceric and my fellow councillors.
PUBLIC APOLOGY BY COUNCILLOR MANGANO
A complaint was made to the Local Government Standards Panel, in which it was alleged that I contravened Regulation 22 of Division 4 of the Local Government (Model Code of Conduct) Regulations 2021 when I failed to declare an impartiality interest on a matter before Council at the Council Meeting of the City of 26 April 2023.
The Panel found that I breached Regulation 22 by my conduct.
I acknowledge that I should have made a declaration of an impartiality interest at the meeting and I now apologise to Mr Paul McGarry, my fellow councillors and the City.
